Glitch in the GTS in pokemon platinum?

I know what youre thinking, its NOT my internet connection because i have 3 green bars. It doesnt show the level they want for the pokemon they are offering. For example i need a manaphy to complete my pokedex and the person wanted a roserade and i didnt see a level request so i was thinking PERFECT! but I still couldnt trade! I tried looking for a lvl 1 bidoof but i still couldnt trade! does anybody know why??
actually, its not specifically manaphy i need, its phione:P but i need manaphy to get phione correct? and i dont have pokemon ranger…

No, but you could save a lot of trouble on the Manaphy by reading the book in the Pokemon Mansion (south Of Hearthome) go into backlot’s office, and read the book on his desk to count Manaphy into your Pokedex.
